The best-qualified candidate for this position will have a diverse skillset in technical writing, business analysis, and communications and be able to apply that expertise in a fast-moving, multi-project environment supporting the State Department. He or she must be experienced and adept at writing full lifecycle documentation, performing requirements elicitation, leading and participating in agile ceremonies and waterfall-based meetings, performing demos, creating mockups, understanding and representing users’ interests, and listening to users and communicating with them via numerous channels—among many other duties.
To succeed in this position, the candidate must be an unusually good communicator in every sense of the word, savvy about both IT and usability, conduct him- or herself in a diplomatic and winsome manner, be able to juggle numerous simultaneous projects, and be highly organized and deadline-driven.
This position is located in Lorton, VA.
Clearance Required: Top Secret
- Interview subject matter experts, facilitate meetings, and use information systems to write installation, end user, administration, and maintenance documentation, such as build guides, quick guides, and online help.
- Write and edit the full lifecycle of documentation for COTS and GOTS information systems, in addition to other documentation deliverables as required by the customer, including all varieties of end user and administrator documentation.
- Develop and deliver audience-appropriate communications and training artifacts to educate target audiences (e.g., release announcements, quick guides, FAQs, etc.).
- Gather user feedback, report issues, and create change requests from the field for approval by stakeholders.
- Manage SharePoint and WordPress knowledge bases, including managing content, posting announcements, and communicating system changes and issues using the platforms.
- Provide timely customer service to track, troubleshoot, and communicate issues reported from the field and their solutions.
- Elicit, document, and refine requirements. Requirements might be captured as user stories, traditional requirements statements (“The system shall…”), and use cases.
- Work with the product owner, developers, and other stakeholders to create high-level design documentation and GUI mockups.
- Manage work items in Microsoft Team Foundation Server (TFS) by creating and modifying work items, ensuring their quality and consistency, creating and modifying queries, gathering data for reporting purposes, annotating decisions in work items’ history, etc.
- Advocate for users and the product owner with other stakeholders, such as developers and testers.
- Coordinate CCB and information assurance (IA) processes for software releases by creating and collecting the necessary artifacts and submitting them to the appropriate points of contact.
- Document and communicate standard processes that are part of the SDLC for both agile and waterfall projects.
- Perform research and systems analysis and clearly communicate findings verbally, in written form, through diagrams, and in presentations.
- Perform testing to validate existing bug reports and identify new bugs.
- Communicate clearly and effectively, both verbally and in writing—often translating complex technical information for nontechnical audiences.
- Schedule, prepare for, facilitate, and summarize the results of meetings, including demos, bug triage, agile ceremonies, and ad hoc meetings. Produce agendas and meeting notes as needed.
- Train personnel internally and externally regarding the systems we develop and other matters, as needed.
Qualifications and Skills
- Must be an expert or near-expert with Microsoft Word.
- Preferred: Familiarity with RoboHelp, FrameMaker, Snagit, and Visio.
- Must be a very strong writer and editor.
- Must be self-motivated and a hard worker.
- Must be highly detail-oriented and committed to technical accuracy and quality.
- Must be independent but able to work on a team and under management.
- Must possess reasonable technical knowledge. The candidate does not have to be a technical person, per se, but you will be writing and editing content with a technical audience, so you should be broadly familiar with technical terms and concepts and able to write about them in an intelligent way.
- Must be smart but willing to learn.
- Must be willing and able to understand and consistently apply State Department style guidelines.
- Must be flexible and able to respond quickly to constantly changing priorities while working on multiple projects.
- Must have a Bachelor’s degree.
